The Communications Union came to the aid of a veteran in St. Petersburg
The Territorial Organization of St. Petersburg and the Leningrad Region of the Russian Union of Communications Workers provided legal assistance to Irina Chamina, a member of the trade union, by accompanying her case from the first instance to the Constitutional Court. Irina Chamina was denied the title of "Veteran of Labor." The denial was based on the fact that the Ministry of Information Technology and Communications had established the "Master of Communications" award, which granted the right to receive the title, but it was issued by the Ministry of Communications and Mass Media, which it had been transformed into. The new Ministry continued to award awards without re-establishing them, according to the old regulations. In 2018, the Ministry was transformed into the Ministry of Digital Development.
«For the first time, the employee contacted the Territorial Organization of St. Petersburg and the Leningrad Region of the Union of Communications Workers of Russia in October 2022. She complained about the refusal to grant her the title of "Veteran of Labor" because the commission for awarding the title questioned the status of the "Master of Communications" as a departmental award for labor achievements. By that time, we had a written confirmation of the award's status from the Russian Ministry of Digital Development, and we recommended that she reapply to the commission. However, the commission was not convinced by the ministry's arguments, and a new denial was issued. A lawsuit was prepared for Chamina, and initially, the Kalininsky District Court agreed with our demands. However, the St. Petersburg City Court overturned this decision and denied the employee's application for the title of "Veteran of Labor," according to Elena Dovgaleva, the chair of the territorial organization.
Attempts to appeal the decision to the Third Court of Cassation and the Supreme Court also remained unsuccessful. The Court of the Russian Federation. The appeal to the Constitutional Court of the Russian Federation was the last opportunity to change the situation, which is relevant not only for Irina Chamina, but also for other industry workers. The trade union hopes that the Constitutional Court will help to stop the practice of unfair and unjustified deprivation of the "Masters of Communication" of the right to be awarded the title of "Veteran of Labor."
